I want to create a laravel project so that it downloads laravel via composer. Everything is connected correctly, except for the path to the php compiler. It seems that everything was done correctly, but the project does not want to create!

This is a bug, fixed in build 144.2249 ( https://youtrack.jetbrains.com/issue/WI-30160 ).
