Why doesn't PHP WebHook for Telegram bot start on the local server?

I am using php-telegram-bot . I registered the necessary variables in the set and hook
files . I run it in the console and see an error: Webhook was not set! Error: 400 Bad Request: bad webhook: Failed to resolve host: No address associated with hostname

As far as I know, a webhook needs a white IP with an ssl certificate.
You can’t do this on your 192.168.0.1
If there is no white IP, then only getupdates
