ownCloud/Nextcloud

Why doesn't owncloud 10 install dependencies (modules) by itself?

I used to connect turnips, set up owncloud and everything was "picked up" on the fly, it was only necessary to set up a trifle.
But after the release of dozens, owncloud-files is installed, which does not automatically install all dependencies. Creating a web server config is still garbage, but it does not pull up the necessary modules:

PHP modules have been installed, but they are still listed as missing?
Please ask your server administrator to restart the web server.

CHADNT? Now you have to google and install each module, or is there still a human installation method?
