Why doesn't Oracle Forms see all records in a table?

The bottom line is that OF does not extract data from the table if they were entered outside the form (in SQLPlus), it simply writes that it does not see the data to display. If to write down the data from the form the data is displayed both in the form and through select in SQLPlus.

Is this a bug or a feature? How to fix? It seems that everything was done according to the tutorial.

End the transaction and re-request the data. Or there might be a filter in the query.
