Why doesn't name.scss compile to Webstom?

Help to understand in what a problem of compilation.
The .css file was created properly in the css folder
Changes in the scss file are not reflected in the file, it turns out there is no compilation as such (

Suddenly, my torment will come in handy for someone))
1. add the path to Environment Variables
2. the error "character encodings: IBM866 and UTF-8" popped up,
Russian letters in the path got
renamed and everything worked!
