Why doesn't moving virtual machines work?

Moving between two Hyper-Vs does not work.
The hardware is the same, the server 2019 standart system, in the Hyper-V settings, live migration is set to incoming and outgoing migrations to use Kerberos.
In AD - users and computers, I find my virtualization hosts - properties - on the delegation tab, on trust the computer for delegation of the specified services, Use only Kerberos and two services: the first is cifs, the second is Microsoft Virtual System Migration Service.
