Why doesn't logout from asterisk work intermittently?

Outgoing call from asterisk to remote sip does not work periodically. The SIP server is available at this time, there are no messages about the problem in the log. In the logs I see the following return of information:

Playing 'all-circuits-busy-now.gsm' (language 'en')
Playing 'pls-try-call-later.gsm' (language 'en')
Executing [[email protected]:22] NoOp( "SIP/1102-00000000", "Dial failed for some reason with DIALSTATUS = CHANUNAVAIL and HANGUPCAUSE = 58") in new stack

you obviously hangupcause gives the reason - "service is not available". look in sip debug - you will see a specific code, most likely 488 or 606
incompatible-parameters, media-error, unsupported-applications
