Why doesn't jquery work in Drupal through the admin?

Hello, I have 2 problems:
1. When you log in, jquery does not work.

2. But in both cases, another slider does not work, the code of which is in the slider file that works above.


With pure html/css/js everything works perfectly.
Searched all over the internet, nothing helped.
