Why doesn't it read transmission-daemon settings?

Good evening!

Installed transmission-daemon from PPA repository on Ubuntu Server 16.04.6 and configured according to this guide . For the purity of the experiment, I reconfigured it three times. The result is still the same:

Result
403: Forbidden

Unauthorized IP Address.

Either disable the IP address whitelist or add your address to it.

If you're editing settings.json, see the 'rpc-whitelist' and 'rpc-whitelist-enabled' entries.

If you're still using ACLs, use a whitelist instead. See the transmission-daemon manpage for details.

Why doesn't it read transmission-daemon settings from /var/lib/transmission-daemon/info/settings.json , here I tried to change the port, but it doesn't listen. Please tell me where to dig? Thank you

in your path, wanderer, an extra directory /info/ crept
into my path
~/.config/transmission-daemon/settings.json
and still I would advise you to keep the configs in ~
