Why doesn't Instagram give full API access?

It's no secret that now, in order for your application that uses the Instagram API, you need to pass Instagram verification.
Well, I recently made a site that uses their api, they eventually refused me, but why do they, in turn, skip sites that wind up subscribers / likes? Is it right? Or is there a workaround so other users can use the service?

Read the rules carefully, select the correct permissions and write a note according to their requirements, if it didn’t work the first time, try to analyze the situation, correct the errors and send it for re-checking.
As a rule, getting access is not a problem, even if not the first time.
