A possible reason is that the sitemap does not meet the requirements of Google: it weighs more than 50MB and / or contains more than 500,000 addresses.
If the sitemap is less than these values, then you can check it for validity through the Yandex webmaster panel https://webmaster.yandex.ru/tools/sitemap/?tab=url , and if the sitemap passes validation there, then most likely everything is fine with it , and then to add to the Google Search Console, you need to make many attempts, add a map, if Google does not accept, then delete the map and try again (sometimes up to 5-10 attempts to add), if it still does not accept, then you can repeat try the next day, usually in 1-2 sessions it turns out to be added.
If the sitemap is not accepted at all, then you can make a txt sitemap and try to add it, as a rule, the txt map is added the first time.
