I I realized that the problem is in the API key, I read that I need to create a key, and I did it. I inserted this key into header.php.
And nothing has changed. Then I installed the Google Map API KEY plugin. I inserted the key there. The result hasn't changed.

The error means that you have expired the key usage period for your api. You need to issue a "Free trial" from google cloud and then $ 300 will be added to your account to use google sdk's. This will solve your problem. However, it is given only for a year and you need a card number.
