Why doesn't google chrome update changed css, js files with open console?

Good day! Previously, when changing scripts and styles on a site with an open google chrome console, the changed files were loaded automatically. Only changed files, other styles, scripts, pictures, etc. remained cached. Recently, apparently, I turned on / off something and when the console is open, the changed files are not loaded. If you check the Disable cache checkbox, then with each update the entire page is loaded completely, and this is a long time. Maybe someone knows the solution to the problem?
