Why doesn't Google Chrome open the IP address on the local network?

The local network has Asterisk 10.15.0.5/admin/config.php
used to open normally, now only in incognito or from a different profile.
From the main profile, I completely stopped opening even via http, even via https, I turned off all the extensions, it didn’t help.

From chrome://net-internals/#hsts I tried deleting. And the page simply does not open from the main profile, without any error at all.

* Does the service work at this address in another browser (firefox)?
* does google chrome work in another profile?
Now the answer is, a finger to the sky, but it is the most likely one:
Is traffic compression/optimization enabled? I don’t remember what it’s called more precisely, but if I understand correctly, Google presses traffic before encryption, i.e. even using https, the decrypted content is visible to Google, so this mode is disabled in incognito tabs.
Most likely, due to a bug, 10.х.х.х subnets are not considered local, so compression is not disabled for them, i.e. Google proxy is trying to reach your LAN and logically it does not work.
