Why doesn't GitGutter work on SublimeText 3?

Everywhere they write that this is a simple plugin and is installed in a couple of clicks. So I installed it through Package Control, but the effect is zero. Maybe something else needs to be installed for it?
Please help me figure it out.
OS: Windows 7

It only works with files from folders with cloned repositories. Installed on Windows in 2 clicks - it works.
