Why doesn't git push -u origin master work when a README file is created in the new repository?

You have different versions of the repositories, you created one locally and the second one remotely - they have different IDs. Sisiema thinks that your local rap is a completely different rap.
It was necessary to download a remote empty rap to a folder and add files and then make a commit with the addition of these files and only then upload.
