Why doesn't ffmpeg understand fps of incoming video?

There is a video from a very strange Chinese 6fps DVR.
The problem is that the CIF(352*288) codec accepts normally, but D1(704*576) considers that the video is 25fps
. Is it possible to force the framerate of the incoming file in ffmpeg?

The -r option sets the framerate.
