Why doesn't Emmet work with Pug in Sublime 3?

Why doesn't Emmet work with Pug? It works on CodePen, but I can't set it up in Sublime 3.

Because emmet doesn't support it, and emmet seems to be dead.
Ishyu has been hanging since December 2016, and the last commit was in August 2016
