Why doesn't DMARC pass?

I understand correctly that mta-my-mails.ru does not allow spf to be sent to adspromo.ru

DMARC passes if the letter contains SPF or DKIM authorization which is aligned with the domain in the sender's address (From:). The default align is the organizational domain match.
In your case, the organizational domain from the address From: mta-my-mails.ru, the organizational domain from DKIM adspromo.ru and the organizational domain in SPF adspromo.ru. Accordingly, neither DKIM nor SPF matches the From domain, so DMARC fails validation.
Those. you need to either change the sender address to @adspromo.ru or use DKIM/SPF of the mta-my-mails.ru domain (or at least DKIM).
