Why doesn't csscomb in Sublime Text3 find php plugin when pressing ctrl+shift+c?

Apparently it doesn't find the php plugin when ctrl+shift+c is pressed.
How to fix the error?

they write there that the plugin should be in the Packages directory and not in the Installed Packages
and it’s too early to switch to the 3rd version

The same problem, and after installing sublime 3 I tried to install sublime 2 in the portable version, as a result, the PhP plugin also requests it. The error is:
Plugin unable to find php on computer.
Csscomb needs PHP to function property.
Please make sure you have installed PHP
and it is available in your PATH:
php.net/downloads.php

Tried to install - no change. Who can help solve the problem? Maybe some other libraries are missing. (OS Windows 8.1 x64)
