Why doesn't compass compile sass?

Tell me why compass does not compile sass? I installed compass (win7). I click on the tray icon and click on "watch folder". I select the css folder in the project, which contains my .sass . I make changes to sass - css does not change. Nothing happens. What's wrong?

Build via gulp or grunt.

The reasons may be different! Setting config.rb first of all, installation and version of ruby, sass.
From your question and description, it's hard to figure out what could be the cause!
