Why doesn't cnc work on IIS?

Hello, I'm trying to install hostcms on IIS. The main page of the site starts normally, but when I try to follow a link like domen.ru/news/ it starts giving me a 404 error. I did everything as in this article www.hostcms.ru/documentation/server/iis7-install-h...
The only thing I put on my server: ISAPI_Rewrite3_0104_Lite_x64 instead of the one offered on the site, since it is free.
I think so, ISAPI_Rewrite simply does not work for me, in the folder where it is installed, a log with errors appeared:

Maybe it needs to be adjusted somehow?

Most likely because the lite version does not support .htaccess. Better put native iis URL Rewrite: www.iis.net/downloads/microsoft/url-rewrite and import the rules from .htaccess into web.config (URL Rewrite has this feature).
