Why doesn't Cake wake up?

I have already tried a bunch of manuals and ways to install CakePHP on the locale, but some errors are constantly falling. Can anyone shed some light on what I'm doing wrong? Extreme installation results (naked!!!):

Is this how the working tool should be installed?

Either not, or php-intl is disabled
