Why doesn't build work?

There is a recently installed gitlab (CE) in omnibus variant. They threw gitlab-runner on the server (everything is by default), they threw .gitlab-ci.yml into projects, which has been successfully used for a couple of years in another gitlab, on another server. But the problem is this: some assemblies should start immediately after the commit, but at the same time they immediately fail with an error

. I thought the problem was in the runner, but no, neither restart nor re-registration helped. Runner in "shared" mode. To be honest, I don't understand what's wrong. The assembly is banal (build a node project (roughly speaking npm install && npm build) and generate artifacts (statics).
