Why doesn't @BotFather allow bot transfer?

Hello!

After updating Bot API 5.0, it became possible to transfer the rights to the bot to other participants. But when we try to change the owner of the bot, it sends this message:

Oops! Please make sure the new owner has sent at least one message to the bot and didn't block it.

Explain who faced such a situation, what is the problem and what needs to be done. The new recipient of the bot already has contact with BotFather, since the problem is in the bot itself, it confidently transfers other bots from the same account to another, requesting two-factor verification. And those bots that are older give such a message.

The one to whom you transfer the rights of the bot must first enter the bot and write at least one message to the bot. Actually, it is written in English in the message.
