Why doesn't BEM use semantic header, section, footer tags?

I started to study BEM, and the very first question that arose after analyzing the code of Yandex services itself is where, in fact, are the main semantic tags header, section, footer, the need to use which we have been convinced for so long by the Internet community of developers, and Yandex itself too?
