Why doesn't background: rgb() work in IE, Edge, Safari?

Don't want to display background in header. With Opera, Yandex, Firefox, Google everything is displayed normally.
The text itself and its animations are displayed normally. Safari doesn't even display the text correctly. (I have it on Windows) Maybe that's the problem. Help me please(

The problem is not rgb Can I use (rgb) , but the Cupertinos stopped releasing Safari on Windows a long time ago (latest version 5.1.7) and this is a very old version (newest 11.1.2), so it’s worth checking directly on Apple products
