Through ftp I change something (for example, I write 123 in header.twig). Clear all cache in admin. But there are no changes on the site. BUT, if I go to Design > Template Editor > header.twig I see these 123. I press the save button, and only then changes are visible on the site

This is a cache of twig templates.
After editing the file, in addition to updating the modifier cache, you need to go to the "Status Panel" and update the template (theme) cache there.
