Why doesn't ADB always connect the first time?

I write adb connect 192.168.1.3 or any other address, but often it doesn't connect right away, especially if one device is already connected:
D:\>adb connect 192.168.1.3
adb server is out of date. killing...
ADB server didn't ACK
* failed to start daemon *
error:

Why?

this is "normal"
I sometimes have to kill adb services five times, so that everything starts up normally,
and if I plug several devices at the same time, then in general some problems begin.
here I have, for some reason, with the body of HTC and SONY the least problems, but the Chinese, in a place in other smarts, always enter adb into a stupor.

The problem was that the version of ADB that I was running was old.
