Why doesn't a PyQt project start on Windows?

Unable to run Electrum 3 from source under Windows 7. Installed PyQt5, run in console:

C:\Users\user\Desktop\TMP\Electrum-3.0>python electrum
This application failed to start because it could not find or load the Qt platform plugin "windows" in "".

Reinstalling the application may fix this problem.
