Why doesn't a program written in c# run on a windows server?

The program was written in c#. Written in visual studio. Through visual the program works fine. Through exe in the Debug folder too. I transfer the Debug folder with all the files that are needed for the program (Visual itself placed them there when I added something via Nuget. There are also a couple of DLLs downloaded. ). And the program won't start. That is, it does not display an error, not something else, but simply clicks into an empty one.
The current situation raises the following questions:

  1. How to be? The server has never transferred its programs, but now it took the program to work all the time, and the computer is needed for study and work. ()
  2. What points did I miss that this is happening?
  3. What to read to understand about compiling programs in c #. I just open it everywhere and everywhere they say that the compiled program is in the debug folder.

where there is no dotnet for which sorbano does not start - older dotnet frameworks cannot run newer ones
