Why does Zabbix detect even non-existent hosts all in a row from 1 to 254?

I put zabbix5 on
- virtual machine freebsd12 and
- iron server freebsd11.4
and here and there I encounter a situation where detection does not work correctly -
it stupidly records / detects all network nodes with 1, 2, 3,4 .... 254 of
them even physically does not exist, but he adds them, he
wrote both ping and fping in the Zabbix ICMP script - does it help
what could be the problem of such strange behavior?

and arp -a prints these non-existent nodes in an incomplete state

in general, the point is in the version of fping , the
current version of fping 5.0_1 does not work correctly,
you need to roll back to 4.4
