Why does Yarn download packages afresh each time?

Colleagues, I welcome everyone, please tell me why, when adding a package using yarn add , yarn starts downloading all packages again? I know that it works differently, the first time I encountered this problem

Are you sure it's downloading the packages and not installing them from the local cache?
