Why does xdebug+phpStrom+OpenServer debug hang?

I set up debugging.
I do all the instructions - https://habr.com/ru/post/250323/
Tried five other instructions.
The result is the same. When you turn on wiretapping in phpSrom and set breakpoints, the page, after reloading, hangs and the download loader spins, as if debugging has started. However, the IDE does not stop at a breakpoint.
And, interestingly, this happens even if the xdebug-helper extension is disabled or removed.
