Why does WinSCP refuse to overwrite Laravel's .env file?

I turned on the display of hidden files in the WinSCP settings, opened .env, made edits, press save, in response refuses to overwrite: Copying files to the server failed. Could not create file.
Do you need to tweak something? Little right?

1. Perhaps there are no CHMOD rights.
2. This file has already been opened by a program/process somewhere.
