Why does Windows fill SWAP first and only then RAM, and with 4GB of free RAM, an Out Of Memory error is issued?

For some reason, in a freshly installed windows 20H2, Virtual Memory and the system disk cache are first filled, instead of RAM, which is often more than 70% free

If you turn off SWAP, then Virtual Memory will be equal to the amount of RAM minus 3 GB (after startup, it is filled with 3 GB (everything is empty in the task manager)) and free RAM is also ignored

. What could be the reason for filling up after starting 3GB of Virtual Memory and how can I prioritize the system so that it starts using RAM first and only then uses SWAP?

A radical reinstall helped. Probably the build reproduced such an effect.

Just take your time and listen to my advice.
So it all comes from the update system. At some point, she goes crazy and eats up all the RAM and the swap is cured only by killing the process through the task manager.
