Why does Windows boot only after the second reset?

We press the power button - Windows is loaded, which can be seen on the screen with a flag, and then a black screen, as soon as there should be a welcome window, but you can hear the sound that it has loaded.
If you don’t just turn on the power button, but press it and press reset after a couple of seconds, Windows always boots into the GUI normally.

If a hard reset helps to boot, there may be problems with the equipment (for example, capacitors on the motherboard or in the power supply die). You can also try updating your video drivers.
