Why does window switching break in Ubuntu?

When you click on the button with a sticker (on most keyboards, the Windows icon), you go to the window selection. For me, it is not interrupted by anything, that is, you cannot exit it, when you press ctrl + alt + t, the terminal becomes just another non-clickable window.
Passes after reboot. How to remove more?

update from 06/26/2021: the problem is relevant, I even wanted to switch to another distribution. Reinstalled Ubuntu several times, now 21.04 Hirsute Hippo. It is highly likely that this is a software problem, not a hardware one.
