Why does Visual Studio Code open a menu when switching layouts?

I have been using Sublime Text for a long time. As a result, I had to abandon the change of layout Ctrl + Shift, because it interfered with the use of other keyboard shortcuts, in favor of alt + shift. Get used to it already. Decided to try Visual Studio Code but ran into a problem. Pressing alt+shift opens a menu, namely the extreme item "Help"->"Welcome". I have Ubuntu 18.04 with DE Cinnamon. Is it possible to cancel the opening of the menu when pressing alt + shift or not fate?

The fault was the expansion with Russian localization, which became automatic.
After removing it, the problem disappeared.
