If you look at the HTB-token diagram, you can understand that all parents allocate only tokens for their heirs, but those "queues" that have no heirs directly enqueue packages.
That is, a queue that has successors is actually not a queue, but a kind of divider that allows you to understand to whom and what to select which queue.
