Why does the vk bot only respond to notifications in a conversation?

I made a bot in C#, added it to the conversation, and it only answers if:
1) At the beginning of the message there is a slash - '/'
2) I contacted the bot via @ or *
In the first case, it will return "/message"
In the second case, it will return "[ public123123|@public12123] message "
Is there a checkmark, setting, or what else in VK so that it responds to all incoming messages?
Many other bots respond to all messages, there are even questions on how to combat this, but I have the opposite problem
