The documentation says that the server must reply: {"response":{"post_id"=номер записи на стене}}, that is, post_id cannot be negative.
The message, accordingly, is not added to the group. Vkontakte technical support is silent.

The answer was found. "post_id"=-13means that the user is blocked from sending messages due to exceeding the limit. The error on the site looks like this: "The message cannot be sent because you have sent too many messages lately."
