Why does the user not see fonts in WINDOWS\fonts?

User1 installed fonts on the server, they are displayed in Fonts, the software also sees these fonts. I go to the server under User2 and there are no these fonts in C:\Windows\fonts, and the software also does not see them.
What is the reason for such magic?
