I would venture to suggest that the firewood on the adapter is not quite gut arbiten.
Waffle and Isernet are usually different adapters.
In the case of Waffle, everything works fine, but the Izernet adapter does not want, which is very often the case in Ubuntu, especially with new chips.
Dig a decent driver or a fix from the guys in the open.
I think you are not alone with this trouble with your adapter.
Manual configuration of the netplan config often helps.

By default, this file (it can be of 2 types: 01-netcfg.yaml and 01-network-manager-all.yaml. The first one is controlled by Networkd, and the second by NetworkManager) is very poor in terms of parameters, but it can be modified and any adapter cine can be written from and to!
