Why does the TMG client start?

Good afternoon.
There is a computer on which the TMG client is installed. From it you need to go online through open vpn. If you run openvpn as a user, everything works, the TMG client is turned off (not needed), but routes are not registered. If you run openvpn as an administrator, then TMG is turned on automatically, and traffic goes through it (which is not necessary). How to prevent the client from turning on TMG?

On the TMG server, in application settings, apparently, you need to add open vpn gui, and set the disable value.
The problem is that the computer is not mine (in another organization), and TMG is not at hand.
