Why does the system not consume all the RAM?

Good day to all!
I have W8. No matter how hard I try to load the computer, the resource monitor shows the load of RAM no more than 1.3GB, although I have 2GB of it. And for one application, the system does not allocate more than 1.1GB of RAM. The problem appeared relatively recently. The system is 2 years old already. Reinstalling the system to another one is not an option - there is too much necessary data, and a little lazy .. I hope someone has come across this and can help with this problem.

Post a screenshot of the task manager. Interested in the "Performance" tab.
