Why does the stroke weight change when scaling?

Hello! I make all the icons with a 15pt outline thickness , but when zooming out, the outline changes thickness!
Checkbox c "Scale strokes and effects" - unchecked!

Well, for example, take an ordinary match .... move it to arm's length and then bring it closer to your nose ... will it be thicker or not?
