Why does the spinner scroll to the currently selected element?

Faced a rather strange behavior of spinners. That AppCompat, that a regular spinner behaves like in the screenshot below, pay attention to what happens to the scrollbar and the spinner itself when you tap on it. At the same time, if you quickly scroll without holding your finger in one place and immediately release it, everything is fine. With what it can be connected?

In general, I found out what it was connected with, on the version of androidx.appcompat:appcompat:1.1.0-alpha01 it works fine, on more recent ones there is such a bug...

Try adding a ClickListener to the spinner. Maybe this is not a bug, but it was conceived by Google)
