Why does the "site" look small on a phone?

Hello! Made a small website. I decided to test it for adaptation first in the browser (chrome 69.0) using the extension - everything is perfect.

But on a device with chromium (version 59.0) and HD resolution (1280 x 720), the site becomes small.

What to do, how to fix?
