Why does the same page open in rack?

Hello. I follow the following tutorial https://devcenter.heroku.com/articles/static-sites-ruby
Everything turned out, everything works. BUT, when you create a link in index.html, say, to contact.html, index.html still remains open in the browser. Although the address in the browser changes to localhost:9292/contact.html
What's wrong? Help me please.
